Who We Are

Tom Harkins has over 40 years’ experience in the development and management of facilities design and construction at major academic medical centers and universities.

In addition to his extensive facilities experience, he also served for many years in executive management at a major academic medical center, providing leadership and oversight of procurement, supply chain, security, and other support functions critical to day- to day hospital operations. Accomplishments include:

  • Lead the effort to successfully accelerate the completion of a new Bed Tower and modifications to accommodate the special needs of COVID-19 patients and staff safety.

  • Oversaw the planning, development and construction of a new ED and the Bed Tower with 84 acuity adaptable beds and increased interventional capacity, as well as numerous other new and renovated facilities designed around the need for high quality patient care.

  • Created and led first patient service and satisfaction program at major academic medical center in Virginia, resulting in creation of a formal patient experience office two years later

  • Responsible for the on time and on budget completion of a new cancer center, a new graduate medical facility with imaging and pharmacy, a long-term acute care hospital, a bed expansion project adding 72 acuity adaptable beds, a new children’s hospital and outpatient surgery center, and an orthopedic surgery center as well as major expansion of the hospital.

  • Responsible for Supply Chain Management, including Procurement, Value Analytics and Distribution. Managed EVS and food service contracts to provide services on budget per negotiated contract terms while collaborating with vendors to consistently improve their performance and enhance the patient experience.

  • Recruited to lead a major capital rehabilitation program for the University’s residential and commercial holdings in New York City. Included major structural preservation of significant buildings.

  • Led department of architects, engineers and project managers in the planning, design and construction of projects at both campuses of at major New York City academic medical center. Projects included major expansion of ICUs, inpatient facilities, infrastructure upgrades, MRIs, and ongoing renovations in diverse facilities and development of a campus redevelopment plan. Responsible for the planning, design and construction of hospital, research and medical school facilities on a four million square foot urban campus.

Mary Anne Harkins has over 40 years’ experience in regulatory matters. For the last 17 years, she has concentrated on Virginia’s COPN regulation and practice. She has prepared dozens of COPN applications and guided responses to project opposition and serves as a strategic consultant to hospitals considering expansion of COPN regulated facilities and services.
